Home Affairs I.T head DISMISSED amid ICT system challenges

Routers and switches which had been procured to deal with system challenges at Home Affairs were instead kept in storerooms

The Department of Home Affairs has announced the dismissal of Simphiwe Hlophe, who was the Chief Director of Infrastructure Management for Information Systems (IS) after finding him guilty on counts relating to gross negligence and gross dereliction of duty.

According to the department, Hlophe was responsible for I.T aspects that involve network outages, system downtime and IT capability, which have impacted its ability to provide services to taxpayers.

He had been charged with:


Gross negligence or dereliction of duties in that he certified an invoice of SITA that included services not rendered;
• Contravention of National Treasury Regulation 8.2.1, gross negligence (alternative negligence) in that he authorised other expenditure against a credit note issued by SITA
• Gross dereliction of duties or dereliction of duties in that routers and switches were procured, but remained in storage, and were not deployed.

HOME AFFAIRS I.T MANAGER GETS THE AXE

In a statement released on Tuesday, 23 August 2022, the Department of Home Affairs says routers and switches were procured, in a bid to deal with system downtime in its offices. Simphiwe Hlophe reported to the department that the resources were being deployed for use, but had instead been kept in storerooms.

Hlophe was dismissed on 19 August 2022.

“The Department has been frequently experiencing system instability which has negatively impacted on frontline service delivery.
The Department’s service delivery charter depends on a stable IT infrastructure platform, networks and operating systems, to effectively perform its functions, rendering sustainable and reliable service capability to our frontline offices,” said spokesperson Siya Qoza.

Home Affairs Minister, Dr Aaron Motsoaledi has said of the incident: “We are on a firm path towards clean governance and improved service delivery. The responsibility for the performance of the Department rests with all employees. Accountability
for the performance of assigned responsibilities is absolutely critical,”
