The Minister of Cooperative Governance has disclosed the number of South Africa’s dysfunctional municipalities. It will shock you.

According to a new report, South Africa’s dysfunctional municipalities numbers 66 out of 257. Worse still, 32 of these are currently under administration, says the Minister of Cooperative Governance and Traditional Affairs, Thembi Nkadimeng.

As reported by Business Tech, municipalities are entrusted to deliver basic public services like water, electricity, refuse and sewage disposal and public transport facilities. South Africa’s dysfunctional municipalities are defined as having:

Instability or poor oversight, weak administration, inability to perform on grants, lack of repairs and maintenance to infrastructure. Moreover, poor management and collection of revenue is a big issue hamstringing South Africa’s worst municipalities.

Furthermore, as referenced in the State of Local Government report, 11.67% of South African municipalities are defined as ‘stable’ and receiving clean audits. More than a quarter (66 out of 257) are defined as being dysfunctional. This edges them closer to being put under administration.

MUNICIPALITIES UNDER ADMINISTRATION

The Department named the following municipalities as under administration:

  • Eastern Cape (3): Enoch Mgijima, Amathole, Makana.
  • Free State (3): Mangaung, Mafube, Tokologo.
  • Gauteng (3): Emfuleni, West Rand, Merafong.
  • KwaZulu Natal (7): Umzinyathi, Mpofana, Inkosi Langalibalele, Mtubatuba, Msunduzi, Uthukela, Umkhanyakude.
  • Mpumalanga (5): Emalahleni, Govan Mbeki, Msukaligwa, Thaba Chweu, Lekwa.
  • Northern Cape (2): Phokwane, Renosterberg.
  • North West (8): Madibeng, Tswaing, Ruth Segomotsi Mompati, Kgetleng Rivier, Mahikeng, Ramotshere, Naledi, Kagisano-Molopo.
  • Western Cape (1): Beaufort West.
