Gcaleka recommends disciplinary action against Ramaphosa’s security chief, Wally Rhoode

Acting Public Protector has recommended disciplinary action against Ramaphosa’s security chief Wally Rhoode.

Acting Public Protector Advocate Kholeka Gcaleka says National Police Commissioner, General Fannie Masemola must ensure that disciplinary action is taken against President Cyril Ramaphosa’s security chief Major-General Wally Rhoode and Sergeant Hlulani Rekhoto for their involvement in the Phala Phala farm matter.

Gcaleka said this during a media briefing as he presented her report on the Phala Phala farm matter on Friday, 30 June.

ACTING PP RECOMMENDS DISCIPLINARY ACTION AGAINST WALLY RHOODE

Former spy boss who laid criminal charges against Ramaphosa for theft of foreign currency at his farm, Arthur Fraser alleged that Ramaphosa reached out to Nambian President Hage Geingob and asked for his assistance in apprehending the suspects, who are all Namibian nationals.

According to Fraser, Presidential Protective Unit head Major-General Wally Rhoode then entered and exited Namibia, using unofficial channels. When they finally caught the suspects, they were apparently and interrogated, before being offered money for their silence.

During the briefing Gcaleka said within 60 days from the date of receipt of her report, Masemola should ensure that disciplinary action is taken against Rhoode and Rekhoto for contraventions of the SAPS Act and Regulation 6 of the SAPS Discipline Regulations of 2016.

RAMAPHOSA CLEARED OF WRONGDOING IN PHALA PHALA MATTER

Gcaleka also cleared Ramaphosa of wrongdoing as she found that he did not violate the Executive Ethics Code.

Gcaleka said considering the evidence in its entirety and the application of the law there is no basis to exalt such deliberations to a degree where it can be held that there existed a potential conflict of interest in the part of the president regarding his duty as the head of Cabinet and his interests in the cattle farming at Phala Phala farm in violation of the code.

“No evidence could be found to underpin a finding or a conclusion that the president’s utterances in the regard were a continuous act to be considered or construed as active involvement in the business or paid work,” Gcaleka said.
