Former NC HOD found guilty of unlawful deals worth R13 Million
During his role as Acting HOD and accounting officer, Dr. Dion Theys unlawfully concluded three lease agreements with JP Hugo Trading, amounting to more than R13 million.

The Kimberley Specialised Commercial Crimes Court found Dr. Dion Theys, Acting Head of Northern Cape Health Department, guilty of PFMA violations.
During his role as Acting HOD and accounting officer, Theys unlawfully concluded three lease agreements with JP Hugo Trading, amounting to more than R13 million.

Mojalefa Senokoatsane, National Prosecuting Authority (NPA) Northern Cape Division’s regional spokesperson, stated that Theys neglected correct PFMA guidelines and procurement procedures.
FORMER NC ACTING HOD FOUND GUILTY ON THREE COUNTS
On Wednesday, Theys received a conviction for three counts of contravening Section 86(1) of the Public Finance Management Act.

“He was sentenced to a fine of R150 000 or 3 years imprisonment of which R100 000 or years imprisonment is suspended for a period of 5 years on condition that the accused is not found guilty of Contravention of Section 86 (1) of the Public Finance Management Act, Act 1 of 1999 committed during the time of suspension,” said Senokoatsane.
Theys has also been declared unfit to possess a firearm.

ARRESTED BACK IN MARCH 2021
In March 2014, Dr. Theys misused his authority, signing three leases with JP Hugo for nursing accommodation without proper procedures. The total exceeded R96 million.
Arrested by the Hawks in March 2021, Dr. Theys appeared in court multiple times until his eventual sentencing.

Starting on March 29, 2022, and ending on August 16, 2023, the trial featured Senior Advocate Isaac Mphela leading the prosecution from the SCCU. Various witnesses testified against the accused.
