The Department of Justice and Correctional Services has reportedly served Bloemfontein Correctional Contracts (BCC) which subcontracted private security company G4S, with notice to terminate its contract for the Mangaung Correctional Centre where convicted rapist and murderer Thabo Bester escaped.

G4S is responsible for the Mangaung Prison and a number of its former prison guards have been arrested in connection with Bester’s escape.

CORRECTIONAL SERVICES TERMINATES G4S CONTRACT

The Department of Correctional Services gave G4S 90 days to wrap up its running of the prison. The department has also started processes to enable it to take over the running of the facility.

“The notice of termination follows the announcement on 20 April 2023 by DCS that it had referred its contract with BCC for a legal opinion. It has been deemed that BCC is neither competent nor suitable to continue with the concession contract,” the department said.

The Department of Correctional Services previously accused G4S of not cooperating in the investigation into Thabo Bester’s escape.

This was revealed by DCS National Commissioner Makgothi Thobakgale during a briefing on Thursday, 30 March at the Grootvlei Correctional Centre in Mangaung.

During the briefing Thobakgale said they were not getting the necessary information and cooperation they needed from G4S in order to be able to conduct an investigation.

The National Commissioner also revealed that DCS will immediately take over the management of the prison adding that this was a necessary remedy following this embarrassing incident, which has undermined the authority of the state.

“The findings of the report into the escape pointed to the fact that the director of Mangaung prison had lost effective control of the facility,” he said.
