ANC to appeal ruling on cadre deployment as DA claims victory

The ANC says it will appeal the ruling by the Gauteng High Court in Johannesburg in relation to cadre deployment.

The African National Congress (ANC) says it intends to appeal the decision of the Gauteng High Court in Johannesburg in relation to the cadre deployment ruling.

The application was brought by the Democratic Alliance (DA) seeking records of the ruling party’s national deployment committee since 2013, under the Promotion of Access to Information Act.

ANC VS DA ON CADRE DEPLOYMENT RECORDS

In its ruling, the court found that the ANC’s refusal to make public minutes, Whatsapp conversations, email threads, CVs and all other records of its cadre deployment committee was “unlawful and invalid.”

The court ordered the ANC to pay the DA’s costs in the case and to surrender, within five days, all of these documents dating back to 1 January 2013, when President Cyril Ramaphosa became the chairman of the cadre deployment committee.

DA Shadow Minister of Public Service and Administration Leon Schreiber said the ruling is a historic victory by the DA for transparency and the rule of law in South Africa.

Schreiber said it creates new jurisprudence confirming that political parties are not elevated above the Constitution, and makes it clear that politicians who corruptly interfere in affairs of state cannot hide behind a veil of secrecy.

ANC spokesperson Mahlengi Bhengu-Motsiri said the party may in due course consider conveying its full position on the matter should such a need arise after having obtained conclusive advice from its legal team.
